University Development Plan
Article 14 (1) of the Bavarian Higher Education Act (BayHSchG) stipulates that 'Each higher education institution shall compose a development plan and update it at appropriate intervals. The development plan describes the intentions of the higher education institution regarding its structural and academic development.'
The University of Passau's most recent development plan was for 2015–16 and details its envisaged further development. It serves as an instrument of orientation, planning and self-evaluation for the University Executive, the university committees, faculties and all staff and students of the University.
The primary objective of the University of Passau is to be a forward-looking, internationally visible and attractive university known for top-rate research and outstanding education. The University seeks to sharpen its academic profile while developing and maintaining unique position features in research and teaching.
To this end, the University of Passau aims to intensify its efforts, particularly in the areas of research, teaching, student experience, support for early career researchers, knowledge and technology transfer, internationalisation, sustainability, strategic networks, human resource development, infrastructural development and university management. Here, internationality, equal opportunities for women and men and a good work-life balance are seen as superordinate objectives that pervade all activities of the University.
Cross-faculty strategy process
Since 2012, the Technik Plus development programme has driven a cross-faculty strategy process whose individual measures are closely related to the overarching theme of 'Networked Society, Digitalisation and (Internet) Cultures'. A new round of university development planning began in April 2016. The Extended University Directorate serves as a platform for the relevant discussions. Each of the four faculties prepares a development plan on this basis. Considerations and objectives from these are then incorporated into the University Development Plan.
With this process, the University of Passau is preparing to renew its target agreements with the Bavarian State Ministry of Education, Science and the Arts in 2018.
The target agreements for 2014–18 (German text), concluded on 19 March 2014 between the University of Passau and the State Ministry are currently in effect. These are based on the previous 'Innovation Pact' – Innovationsbündnis Hochschule 2018 (German text).
On the basis of the target agreements, the State of Bavaria provides a reliable financial framework for its public higher education institutions for a five-year period. At the same time, the higher education institutions undertake to guarantee the required education capacities, to systematically develop the quality levels in its teaching, and to expressly pursue further targets set by the 'Innovationsbündnis', such as internationalisation and equal opportunities. Moreover, the higher education institutions are allowed to include their own individual targets.
