Beschreibung:
Environmental quality in many developing countries is poor and economic transformation causes major damages to natural resources. In spite of the harmful effects this has on both human well-being and the productivity of the economy, environmental policies are oftentimes not effectively implemented. This seminar discusses the “place of nature in economic development” and the micro-economic reasons as well as the political economy that underlie bad environmental policies in developing counties. While global climate change will be a cross-cutting issue, local environmental problems will be at the center of the course. The seminar will be mostly practical and a set of policy examples will be included. Here, the focus is on the evaluation of real-world environmental policies covering forest protection programs, air pollution, access to modern energy, biodiversity, and clean water. Examples will be based on contemporary studies published in the economics and environmental research literature.

In this seminar you will obtain a solid understanding of environmental challenges in the developing world and their potential solutions as well as insights into hands-on impact evaluations in the field.

This course is available on the M.A. Development Studies, the M.A. International Economics and Business, the M.A. International Cultural and Business Studies and the M.A. Governance and Public Policy.
Voraussetzungen:
Basic knowledge in quantitative-statistical analysis is required. While a strong mathematical or statistical background is not necessary to follow the course, students will be expected to engage with several papers using regression analysis and other econometric techniques. Prior knowledge in development economics and/or political economy is an advantage.
Lernorganisation:
The seminar is scheduled for the winter term 2017/2018 and will take place as a three-day block seminar on January 23-25 (about 5h per day). Paper topics and referee reports will be assigned and discussed briefly during an introductory meeting (1-2h) in mid/late October. A draft outline and introduction section shall be submitted by November 30, the final paper is due on January 8. If the written review report is chosen it should be submitted by January 30.
Leistungsnachweis:
The course grade will be based on a portfolio exam. This exam includes a 12-15 pages paper (50%) and its presentation in the January block (20%). Topics including the key literature recommendation will be discussed in the introductory meeting. Moreover, each participant will be assigned one paper of another participant for discussion in the seminar OR a 2 pages written review report (your choice, 15%). The aim of the seminar is to encourage engaged discussions and hence oral participation will enter the grade as well (15%).

Literatur:
The foundation of the seminar will be the two papers “The Place of Nature in Economic Development” by Partha Dasgupta, published in the Handbook of Development Economics and “Envirodevonomics: A Research Agenda for an Emerging Field” by Michael Greenstone and Kelsey Jack, published in the Journal of Economic Literature. More specific literature on policy evaluation examples will be handed out in the introductory meeting taking place at the beginning of the term.
