This was announced by the German Rectors' Conference (HRK) in a press release issued on 23 December 2016 (text in German).
The Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany (KMK) and the VG Wort collecting agency will continue to negotiate a new framework contract until 30 September 2017.
Until then, lecturers may continue to upload copyright-protected texts, as permitted by law, in our virtual learning environments, such as Stud.IP, ILIAS and Moodle as well as in the electronic reserve collections; students are allowed to download the relevant texts.
Information for lecturers: The newly-introduced licence status system in Stud.IP will remain in place to ensure that we are prepared for any changes after 30 September 2017. Please always indicate the correct licence status. In accordance with the new arrangement, documents with the status set to 'Published texts without licence or permission to use' (Publizierte Texte ohne erworbene Lizenz oder gesonderte Erlaubnis) will remain accessible to students until 30 September 2017.
