Hilde Domin Programme (DAAD)

The "Hilde Domin Programme" serves to support students and doctoral candidates from across the globe, who are at risk of being formally or de facto denied educational or other rights in their country of origin, and to provide these students and doctoral candidates with an opportunity to begin or continue a study or research degree. The aim of the scholarship programme is to enable these students and doctoral candidates at risk in their countries of origin to complete their studies or doctorate in a secure environment at a higher education institution in Germany.

The application deadline for starting your studies in the summer semester 2027 (April 2027) is 28 February 2026.

International* students aiming for a master's degree or doctoral candidates and that are at the risk of being formally or de facto denied educational rights and/or other rights in their country of origin. The risk includes discrimination based on ethnic, sexual, gender or religious identity and/or political or civic engagement.

The University of Passau generally prefers to nominate students who are eligible to study at our institution.

*Except for the following countries: EU/EEA/EFTA countries as well as Andorra, Monaco, San Marino and the United Kingdom.

Students pursuing a master's degree and doctoral candidates from all disciplines except human medicine, dentistry, veterinary medicine, pharmacy, and law can be nominated, as long as they

  • provide proof of or credibly demonstrate a threat to personal well-being or
    safety (for example by physical violence, imprisonment, denial of civil
    and education rights etc.) to the nominating institution
  • are in possession of educational certificates that allow access to a higher
    education institution and guarantee the completion of an intended
    course of study or research project in Germany according to the anabin
    database
  • are not be already residing in Germany or the European Union at the
    time of nomination

Nominations are selected on the basis of academic qualifications and personal circumstances.

The University of Passau prefers to nominate applicants who are completing their studies or doctoral research at our institution.

Master's Degree

Please consult our university's offer of Master programmes. We strongly ask you to pay attention to the respective programme's language requirements. Please also check if your academic qualifications match the admission requirements.

PhD candidates

PhD candidates need to have a confirmed supervisor in order to be nominated. You can find an overview of the teaching chairs and professorships and their contact details here:

  • Letter of motivation (1-2 pages)
  • CV (max. 3 pages)
  • Description of your situation of risk (1 page)
  • Passport (valid for at least 1 more year)
    (+ if necessary passports of accompanying spouse/ children)
  • Language certificate English and/or German (min. B2)
  • University Entrance Qualification (i.e. Secondary School Diploma)
  • Transcript of bachelor's degree
  • Bachelor's diploma
    (has to be issued before beginning of scholarship)
  • Transcript od master's degree
    (Master programme applicants who've already begun a master's programme & PhD applicants)
  • Master's diploma
    (only PhD applicants)
  • Letter of confirmation by PhD supervisor
    (only PhD applicants)

All applicants must provide proof of at least B2 language proficiency in English and/or German. Please check also check the language requirements of your study programme, as they might be higher than the language requirements of the DAAD. It is crucial for your nomination that you meet the language requirements of your study programme.

Accepted test formats:

German: TestDaF, DSH, DSD, Goethe-Zertifikat, Österreichisches Sprachdiplom and telc Deutsch

English: Cambridge English, Cambridge Business, IELTS, ISE, TOEFL iBT, TOEFL Essentials, TOEIC and PTE Academic

Funding of a scholarship encompasses

  • a monthly scholarship payment of currently 992 EUR for master students or 1,400 EUR for doctoral candidates
  • a health, accident and personal liability insurance cover
  • a travel allowance based on your country of origin resp. present residence
  • if applicable, participation in a preparatory German language course (of two, four or six months) according to the previously acquired and required language skills for the intended course of study or doctoral project
  • additional financial benefits

As a rule, the duration of funding for a

  • master’s degree is: up to 24 months
  • doctoral degree is: up to 48 months
