What is corruption?

Corruption is defined as the abuse of a public office, a function in the economy or a political mandate in favour of another person, at the latter's instigation or on one's own initiative, in order to gain an advantage for oneself or a third party (...). (Federal Criminal Police Office 2014)

Prevention of corruption

The public service in Bavaria has a good reputation for fulfilling its tasks impartially, fairly and exclusively for the common good. This must remain so in the future.

The Bavarian state government has therefore adopted a concept to prevent and combat corruption in public administration. The Directive on Preventing and Combating Corruption in Public Administration (Anti-Corruption Directive - KorruR) came into force on 1 May 2004. It applies to all authorities and courts of the Free State of Bavaria.

Risk of corruption in the public sector

"Risk of corruption" refers to any post in which the conduct of an employee or a decision made by an employee results in a third party outside the Free State of Bavaria receiving a material or immaterial advantage or being relieved of a burden. Behind this initially theoretical-sounding definition lies the potential danger that various areas of activity in everyday university life entail:

  • Selection of employees
  • Credit transfers
  • Issuing documents/certificates
  • Preparation of expert opinions
  • Awarding of scholarships
  • Acquisition of material resources
  • Awarding of contracts
  • Handling sensitive data
